The rate that a Team works; usually calculated as EffortPoints per Sprint, Ideal Engineering Hours/Days per Sprint, or something similar. It is used as an aid in Sprint Planning, and is often confused with Velocity.
The WorkRate metric could be useful for Release Planning, as it would help the Team know how many EffortPoints they could expect to get Done, on average, in a Sprint.
EffortPoints and WorkRate are measuring how much total Effort was spent, which is about total Cost.
