Any problem that is too complicated for any one person to fully grok (understand fully).
Examples
When working alone we draw conclusions based on incomplete information and therefore are likely wrong.
Teams use swarming tactics to cleave complex-problems into complicated-problems. A complicated problem is something one person can grok.
