When too many team members work on the same story and impede the effort.
Examples
Over-Swarm can occur for a number of reasons such as skill-shortage, not enough other visible work to-do, mentoring so that each person is bringing themselves plus a men-tee into the mix, the mistaken perception that more variety is better, etc. Well-Formed Teams swarm smart and review work in larger numbers as a practice of good deliberation.
