Definition of Code Complete

A Product Increment is code complete when the development team agrees that no entirely new source code (including automated tests) needs to be added. 

Examples

We know that the Team produced a reviewable Product Increment that was Done, it was reviewed, and the Sales Manager likes it – it is both feature complete and believed to be code complete based on that Review.
